ADGM Can License Crypto Mining. That Is Not an FSRA Financial Services Licence
ADGM's Registration Authority has published dedicated guidance treating crypto mining as a licensable commercial activity under business activity code 7230 rather than a regulated financial service. Operators may obtain an RA commercial licence for mining, but that licence does not by itself authorise separate financial services involving digital assets.

What happened
The Registration Authority has published final Guidance, introduced dedicated commercial activity code 7230 and clarified the boundary with FSRA-regulated financial services.
Why it matters
ADGM now treats crypto mining as a dedicated licensable commercial activity overseen by the Registration Authority, but that licence is distinct from FSRA permission for regulated digital-asset financial services.
The Guidance does not establish how many operators will apply or what the eventual second-phase regulatory framework will require.
ADGM now treats crypto mining as a dedicated licensable commercial activity overseen by the Registration Authority, but that licence is distinct from FSRA permission for regulated digital-asset financial services.
ADGM has created a clearer home for crypto mining inside its regulatory perimeter.
The important word is commercial.
The Registration Authority has published dedicated Guidance for crypto mining activities conducted in or from ADGM and identifies mining as a licensable commercial activity.
It is not classified as an FSRA-regulated financial service.
Crypto mining now has a dedicated commercial activity code
The new Guidance identifies business activity code 7230 for crypto mining.
Operators conducting relevant mining activity in or from ADGM can therefore fall within the Registration Authority's commercial licensing framework.
The Guidance applies on a technology-neutral basis across Proof-of-Work, Proof-of-Stake and future consensus mechanisms.
Commercial licensing and financial-services permission remain separate
ADGM explicitly distinguishes crypto mining from activities regulated by its Financial Services Regulatory Authority.
That distinction matters because the wider digital-asset ecosystem includes trading, custody, brokerage, fund management and other activities that can require Financial Services Permission from the FSRA.
A crypto mining commercial licence should therefore not be presented as permission to perform unrelated regulated financial services.
Operators are expected to assess which side of the boundary they sit on
The Guidance includes a pre-application self-assessment intended to help businesses consider whether their planned activity remains within the commercial mining perimeter or raises separate regulatory questions.
That becomes particularly relevant when a mining business adds services or structures around digital assets beyond the underlying mining activity.
The Registration Authority still expects governance and transparency
Commercial treatment does not mean absence of oversight.
The Guidance includes expectations around corporate structure, ultimate beneficial ownership and operational integrity.
Operators must also confidentially disclose on-chain reward-flow addresses and are subject to supervision calibrated to the scale and risk profile of their activity.
ADGM headquarters can oversee mining elsewhere
The Guidance also addresses ADGM-registered headquarters overseeing global crypto mining operations.
ADGM describes its approach as reasonable oversight of headquarters activity rather than suggesting that an ADGM commercial licence automatically licenses mining facilities in every other country where those facilities operate.
Local rules in those jurisdictions remain a separate question.
This is phase one, not the final regulatory architecture
The Registration Authority describes the Guidance as the first phase of its approach.
A second phase will develop a regulatory framework for crypto mining and will be subject to market consultation.
That means the current Guidance provides an operating licensing direction today while the broader framework can still develop further.
What Arabian Current is watching
Watch the first businesses licensed under activity code 7230, the scale of mining operations established in ADGM and the second-phase consultation.
The useful regulatory question will remain simple: which activities stay commercial, and when does a crypto business cross into an FSRA-regulated financial service?
ADGM had consulted on how crypto mining should sit within its commercial regulatory framework.
The Registration Authority has published final Guidance, introduced dedicated commercial activity code 7230 and clarified the boundary with FSRA-regulated financial services.
ADGM says a second phase will develop a fuller regulatory framework and consult the market.
