The UAE expansion was already visible in PhonePe's filings

PhonePe's earlier public-market filings disclosed that its Middle East subsidiary had applied to the Central Bank for both a retail payment services licence and a stored value facilities licence.

Those applications were originally filed in February 2025, giving the current in-principle approval a longer regulatory history than today's announcement alone suggests.

The next layer is local operating infrastructure

PhonePe says it intends to work with regional banks, licensed payment providers and local technology partners once the required approvals are complete.

That will be the point where the story moves from licensing into operating infrastructure: merchant acceptance, payment rails, stored value products, settlement relationships and local customer acquisition.
